Harpel's Happy Hat of Complete Conjuring Comprehension & Charged Retention
Item to avoid giving to the wild mage (personal experience)

History: Made by Wiskel Harpel (of the Longsaddle Harples) about 80 years
ago, in preparation for a trip to the Moonshaes he had planned. He
designed this hat as a way to increase his own spell casting abilities.
Unfortunately, Wiskel had the misfortune of being killed while being
polymorphed as a toad. At the time he was spying on a rival mage, Charles
O'Kane (no relation), of the Isle of Gwenneth. O'Cane had just cast Find
Familiar, and blasted the toad (Harpel), in fear that it was what had
responded to his spell. After the flames died down, all that was left of
Harpel was his magic Beret. Through the years several mages have worn this
hat.

Xavier "Ironskin" Xzanthas- known for never being without a
Stoneskin/Irongaurd spell. Choked to death on a lima bean DR 1325

Dreven "the Ruthless" Clirion- A cruel elven mage who aspired to the
office a Magister. Killed by Sprites 1330 DR.

Thronoak- Victim of polymorph gone wrong, he spent most of his life as a
Treant within the high forest, and was even able to learn to cast multiple
spells with his many branches. (Rumors speak of his passing down his
"spark" to his offspring, and they too, are mages). He died in a massive
conflagration from a miscast spell during the Time of Troubles.

From then till the Present the hat became the possession of Quinthallias
Dethianion, an Elven Ranger/Mage of the high forest. He was last seen
flying through the air in the Storm Peaks, where a small group of Dwarves
overheard "Ooh, Good lift on that One, Stonebasher" in Giantish.

Appearance: This Hat appears as a simple Plaid Beret, complete with a
"little white poofie ball" in the middle.

Powers: The hat comes with 2d20 charges, and can be recharged.

It provides a +1 bonus to all saves vs spells, but that is only a minor
side effect.

The wearer has a percentage chance equal to his level +1% per Intelligence
point above 14 of expending one charge each time he casts a spell, rather
than it being wiped from his mind. The mage has no control over whether
this happens or not. If he casts a spell and the Hat is on, the percentage
check must be made.

If, ever a roll of 100 is made on a check, then whatever spell the mage
was casting was permanently erased from his memory and a charge is
expended. To relearn the spell, a successful roll to know spells must be
made.

Forgot, The Happy Hat also provides a +1 bonus on any attempt to hit a
small ball, with a small stick, into a small hole, a really !?@*#?! long
way away.
