Ishtisihia's Wand of Water
        Interesting item of low power:

        History:  A relatively common magical item made by the Clergy of
Ishtisihia, the production of these items slowly increased as cities
spread.  However, it has only been since the Time of Troubles that these
items have been given to, or occasionally sold, to members not of the Faith.

        Appearance:  When first made (and fully charged) these items appear as a
small cylinder of water encased within a wall of force.  As charges are
drained, the pure blue water slowly disappears, until the rod is an
invisible cylinder of force, which vanishes when the last charge is expended.

        Powers:  The rod has 100 charges when made, and cannot be recharged.

        The rod can create water(as the spell) by expending charges, the number of
charges equals the level the spell is cast at (e.g. 3 charges = Create
Water as a 3rd level caster).

        It can also be used to produce a "waterball" that does damage to
fire-based creatures.  Each charge expended equals 1d6 of damage.  the
Creatures get a save for 1/2 and Magic resistance applies.

        In any case, no more than 6 charges may be expended at a time, and no more
than 12 during any 24 hour period.
